Bal-consulting Management Inc. (hereafter BCM) is a Florida based company with offices both in Tampa, Florida and San Diego, California. BCM’s founder, Milly Durovic, has almost forty years of experience as an attorney. Ms. Durovic a native of Chicago graduated from the University of Illinois at Chicago in 1970 cum laude. She received her J.D. from Georgetown Law Center in 1974. In 1975, after being accepted as Carnegie Foundation Fellow, she completed a two year litigation program and received her L.L.M. from Georgetown Law Center in 1977.

After two years in private practice, handling primarily criminal cases both in Maryland and Washington, D.C., Ms. Durovic accepted a position with the Maryland Public Defender Office in 1980. Shortly before that the Maryland legislature had reinstated the death penalty, after the Supreme Court of the United States ruled in Gregg v. Georgia that states may resume executions if their statutes sufficiently met new guidelines. Although Ms. Durovic was assigned to Washington Metropolitan Districts (Montgomery and Prince George’s County) she was also assigned to the statewide death penalty unit. Ms. Durovic tried her first death penalty case in 1984. Ms. Durovic also tried numerous noncapital cases including many sexual assault cases and other trials involving serious bodily injury.

In 1985 Ms. Durovic relocated to San Diego where she began her 30 year tenure as an attorney with San Diego County. Initially she spent two years as a Deputy District Attorney with the District Attorney’s Office. However, the majority of her time was with the San Diego Public Defender Office where she handled and tried every type of criminal case, including capital cases having been assigned to the prestigious Profile Homicide and Sexually Violent Predator team. Ms. Durovic also has served in a variety of administrative and supervisory positions in the Public Defender Office. During her career, Ms. Durovic has tried 36 life count cases in both California and Maryland, of which 17 were murder trials, 3 were special circumstance trials, and 3 were death penalty cases. Expert witnesses and trial consultants played a vital role in all of her cases.

Since its inception in January 2009, Ms. Durovic has served as one of the senior administrators of the San Diego County Office of Assigned Counsel (OAC), which was established as an independent and ethically separate division of the Department of the Public Defender in conflicts of interest for multiple defendant and other similar situations. OAC coordinates the appointments of private panel attorneys who provide legal services in indigent conflict of interest cases that the internal Public Defender divisions may not handle. Importantly, OAC also reviews and approves panel attorney requests from private counsel for forensic experts and litigation support. In this capacity Ms. Durovic has years of direct experience working closely with defense attorneys who are looking for a litigation support or expert witnesses, but who need the specific referral to match the client’s need, ranging from scientific experts including DNA, blood spatter, and cell tower experts to forensic accounting experts for white collar crimes, and newly emerging areas of expertise such as gang experts. This position has provided Ms. Durovic with an keen awareness of what services and forensic experts are available throughout California, how to best utilize them, as well as an ability to work with defense counsel seeking the expert witness or jury consultant who may make the critical difference in the trial outcome.
